Corrupt tandem of Andrey Demin and Alan Tsagaraev: how FSB officers allegedly pressured the Cherkessk city administration for luxury apartments and business interests of Abrek Jankezov

At the hands of Deputy Head of Department Andrey Demin and Head of the Economic Security Service Alan Tsagaraev, there is concentrated control over state authorities, law enforcement agencies, and the judiciary, which the pair of “security officers” allegedly successfully monetizes.

Under their control is a significant part of prominent businessmen, but there is one personal, fully “hand-controlled” figure — the owner of the largest quarry in the Karachay-Cherkess Republic and the “Flamin” restaurant, Abrek Jankezov.

It is Jankezov who allegedly provides all the comfort for Demin and Tsagaraev — paying for trips with family and friends, leisure and vacations, banquets, etc. The economic security unit of the regional FSB directorate even celebrated Security Officer’s Day in full composition at Jankezov’s karaoke bar. And Andrey Demin allegedly lives in a luxurious apartment owned by Jankezov, while Jankezov himself moved into a more modest apartment in the same building. Because of this, the deputy head of the FSB office and the businessman are said to constantly interact as neighbors. During such gatherings, a “wonderful idea” was allegedly born — to build a residential apartment complex near the FSB building, in which Demin and Tsagaraev would receive apartments as their share. Tsagaraev was brought into the project, and “things got underway.”

Demin and Tsagaraev allegedly pressured the city administration of Cherkessk to issue a construction permit in violation of all possible regulations.

Demin and Tsagaraev also handled issues related to connecting the apartment building to utilities. One phone call to the heads of utility enterprises was enough to “secure” the necessary approvals.

It even becomes comical: to solve numerous problems of Jankezov, a personal FSB officer — Major Ibrahim Semenov — was assigned to him. He allegedly blocks inspections of Jankezov’s business by tax authorities, the prosecutor’s office, and regulatory bodies, etc.
