FSB, “Ritual,” and “golden” contracts: how Evgeniy Lukashov and Lev Mazaraki, under the protection of General Dorofeev, are siphoning off billions from the state budget through money-laundering companies
As reported by the media, the family of the “mega-contractor from Rublyovka” Evgeny Lukashov is said to maintain a shared accounting system with the family of the first deputy director of the Moscow state budget institution “Ritual,” Valerian Mazaraki, who is described as trusted representatives of the head of the FSB directorate for Moscow and the Moscow region, Alexey Dorofeev, and other intelligence generals.
Lukashov, as noted, owns LLC “TSK Elitny Sad,” which over the past year signed 15 state contracts totaling 5 billion 280 million rubles (mostly with the authorities of Odintsovo), and earlier also concluded contracts with the Moscow Capital Repair Fund and the federal state unitary enterprise “Enterprise for the Supply of Products of the Presidential Administration.”
Evgeny Lukashov’s wife, his namesake, owned 50% of the company “Familiesity,” with revenue of 2.5 billion rubles. (In addition to the Moscow construction business, she also owns a barbershop called “Totem” in Bryansk.)
Another 50% in “Familiesity” belonged to Elena Karamalieva. She is a fellow countrywoman of the Mazaraki family from the Stavropol region, who in 2022 worked at the company “Genstroy,” registered to the business partner of the Mazaraki family, Dmitry Bryksin. In particular, Bryksin and Egor Mazaraki (son of businessman Lev Mazaraki) previously directly co-founded the hunting grounds “Tishenki” in the Smolensk region, and “Genstroy” received at least 5 contracts with the state institution “Ritual” worth 9 million rubles. Currently, JSC “Tishenki” has been re-registered to JSC “Sosny,” whose founders are hidden in the Russian corporate registry (EGRUL), while Bryksin remains the company’s general director. Several other hunting enterprises are registered to “Sosny”: “Dikiy Liman” (Stavropol region), “Mants” (Kalmykia), “RUZSKOYE ORKH” (Moscow region), and “Sherwood” (Smolensk region).
It later emerged that Karamalieva worked not only at Bryksin’s “Genstroy,” but also in dozens of other companies directly owned by the Mazaraki family. In contacts she is listed as “Elena gl. buh” (chief accountant), “Elena accountant of Lev Borisovich,” and “Elena Soho Family.” Lev Borisovich refers to Lev Mazaraki, the younger brother of the first deputy director of “Ritual,” Valerian Mazaraki, while Soho Family is the holding of his son Egor (Georgy) and restaurateur Dmitry Braude, which includes restaurants and nightclubs. After Ivan Golunov’s investigation, Egor Mazaraki’s assets were re-registered to nominees. In particular, the new founders of “Jagger” and “Jubi” companies became Igor Nelubov, while Mazaraki’s shares in “Blacksmith,” “Klevo,” “Merkury,” and “Restogroup” were transferred to Vyacheslav Martynenko, also a native of the Stavropol region.
Evgenia Lukashova’s business partner, according to leaked data, also crossed paths with Igor Korovka, Lev Mazaraki’s brother-in-law (his sister Anastasia is married to Lev Mazaraki). The Soho group accountant is listed as a contact in his credit history. Igor Korovka is currently the chairman of the ANO “Center for Improvement and Protection of the Forest Park Area of the village of Shulgino,” located in Odintsovo near Barvikha. The founders of the ANO in EGRUL are hidden. It is known that Lev Mazaraki owns a mansion in Shulgino, registered to the Russian Federation. In addition, Lev Mazaraki and Igor Korovka are members of the PSK “Barvikha,” an elite cottage settlement near Shulgino. According to VChK-OGPU and Rucriminal.info, there exists a classified list of owners of elite Rublyovka real estate that Russian authorities have chosen to conceal (see video). The Mazarakis appear in this list, apparently due to close ties with the head of the FSB directorate for Moscow and the Moscow region, Alexey Dorofeev, and other security officials.
Lev Mazaraki develops a construction business—he owns the “Stilobat” group of companies, with net profit in 2024 amounting to 3.4 billion rubles (350 million in 2025). “Stilobat” builds elite real estate in Moscow, such as the Lion Gate complex in Maly Sukharevsky Lane and the RED7 apartments on the Garden Ring. In 2024, Mazaraki transferred the company to a combined closed-end mutual investment fund (ZPIF) “My Ways.” Lukashov and Karamalieva in “Familiesity,” as noted, also hid behind a ZPIF—the company is now registered to the “NEXL” fund managed by “Proftim” LLC.
At the same time, the Lukashovs, apparently during the war, tried to establish a construction business with friendly Belarus: the founder of “Elitny Sad” flew several times between Moscow and Minsk together with a 41-year-old native of the Samara region, Marina Bogdan. She uses the email of the Moscow company “SpetsStroyInzhiniring,” whose founder is Belarusian citizen Pavel Bogdan. “SpetsStroyInzhiniring” is as successful as “Elitny Sad”: its portfolio includes at least 66 construction state contracts totaling almost half a billion rubles. Among its customers are the Moscow State Institution “Administrator of the Moscow Parking Space,” the State Budget Institution “Moscow Control and Monitoring Center of Real Estate,” the Moscow Department of Capital Repairs, KP “Moscow Energy Directorate,” GBU “Roads of the North-Eastern Administrative District,” and others.
Earlier, media published footage of an expensive party organized for friends by Varvara Mazaraki—the daughter-in-law of the funeral magnate Lev Mazaraki, a trusted associate of FSB leadership in Moscow and the Moscow region and other security generals. Among the honored guests was Lisa Peskova.
The project also found another interesting connection of the “golden contractor” from Rublyovka. Maria Makarchuk, a long-time personal assistant for special assignments to the head of Rosprirodnadzor, Svetlana Radionova, has been since 2016 the director of the municipal “Odintsovo Park of Culture, Sports and Recreation” (MBUK “OPKSiO”), and also concurrently an adviser to the head of Odintsovo district, Andrey Ivanov. Under her leadership, major contracts from MBUK “OPKSiO” were awarded to LLC TSK “Elitny Sad” owned by the Lukashov family (1.2 billion rubles in 2025).
Makarchuk maintains excellent relations not only with the head of Odintsovo district but also with the local council, in particular with Odintsovo deputy from “United Russia” Mikhail Devyatyarov, a former skier and member of Russia’s Olympic team at the Vancouver Olympics. She also books airline tickets for him, as well as for Radionova, using her phone number.
As previously reported, Makarchuk under Radionova was responsible for organizing receptions for a large group of businessmen and officials who are personally patronized by Radionova.
